CALEA and ILEAP Accreditation

Calea logoThe City of Kankakee is proud to be a CALEA accredited agency, and an ILEAP accredited agency. The Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) was established in 1979 to assist law enforcement agencies in establishing and maintaining high standards of excellence. The Department was awarded full accreditation in 2010, after participating in a multi-year process, and was again accredited in March of 2013. CALEA thoroughly examined all aspects of the Department’s management, operations, policies, procedures and support systems. The Department also conducted a detailed self-assessment and participated in an on-site review by a team of CALEA assessors. The community also had the opportunity to participate in the process by providing comments and observations.

CALEA was created through the joint efforts of the major law enforcement associations including:

International Association of Chiefs of Police
National Organization of Black Law Enforcement Executives (NOBLE)
National Sheriff's Association (NSA)
Police Executive Research Forum (PERF)

ILEAP LogoThe Illinois Law Enforcement Accreditation Program (ILEAP) was formed by the Illinois Association of Chiefs of Police to assist law enforcement agencies in both establishing and maintaining high standards of excellence. ILEAP standards are divided into four general subject areas: Administration, Operations, Personnel, and Training.  All are mandatory except for those that are “not applicable” by function. There are two tiers which a department can qualify under. The two tiers are not based on size, but on how comprehensive the accreditation. Tier One has 71 standards; Tier Two has 180 standards. The Kankakee City Police Department is a Tier Two standard agency. The Department was awarded accreditation as a Tier Two agency in August of 2009, and was re-accredited in the fall of 2013.
